Pauper commander rules
Deck ConstructionThe Commander: Your commander must be an uncommon creature (or vehicle/spacecraft), but does not need to be legendary. Partner and Background options are allowed as long as the card in the command zone is uncommon.
The 99: The remaining 99 cards in your deck must be common rarity.
Legitimacy & Rarity: A card is legal if it has received at least one common printing in paper or MTGO (Magic: The Gathering Online) sets (Arena-only printings do not count).
Singleton Rule: Like regular Commander, every card except basic lands must be unique (only one copy of each).
